Department Wise Activities

  • Agriculture, including agricultural extension, agricultural engineering, agricultural statistics, crop protection from pests and diseases, agricultural research and agricultural school and colleges, agriculture loans, agricultural colonization, animal husbandry including dairying and live stock improvement, veterinary science, veterinary education and prevention of animal diseases (See also entry No. 1 under ED and entry No. 5 under NWR&WSD).
  • The prevention of extension from one unit to another of infections of contagious disease or pests affecting animals or plants (See also entry No. 6 under H&FWD.)

  • Setting up of Animal hospital,Primary Animal Treatment Centers,Veterinary Polyclinic,mobile animal hospitals.
  • Activities related to appointment/transfer/promotion of Class-1 and Class-2, Recruitment rules, Retirement/Voluntary retirement,Deputation,permission for traveling out of allowable limits & air travel,proposals for rented building,entering of name in Mumbai Printing and Stationery Manual,relaxation in Age and Qualification,approval of time for joining duty etc.
  • They also undertake all activities related to salary/pay,allowances, vacancies, annual administrative report, Budget proposals,departmental examinations, training to out of country/within country etc.

  • Activities related to Departmental inquiries/complaints against officers/employees of Directorate of Agriculture, Directorate of Animal Husbandry, Directorate of Horticulture, and against officers/employees deputed to GSLDC and other Boards/Corporations
  • Reports to be sent to Vigilance Commission related to cases against Class-1 & 2 officers, money embezzlements, absence from duty, suspended from Govt. jobs, preparing the information for meeting with Vigilance Commission, review cases etc.
  • Providing information related to Departmental inquiries against Class-1 & 2 officers to various branches in case of their promotion, review at 50-55 years of age, retirement, making them permanent etc.
  • Activities related to planning of all heads/sub heads of Annual Plan (Non-Plan), distribution of Plan ceiling head/sub head wise etc.
  • Compilation of information related to planning (Normal plan), arranging its meetings, collecting reports for normal plan, forming working groups for preparing five year plans and scrutinize the reports submitted by them for the same
  • Preparing future oriented plans/proposals, working on the recommendations of the Planning Commission’s Advisory Executive Group during finalization of Annual Scheme proposals
  • All matters related to National Development Council, Kutchh District Economic Development schemes, 20 Point program-1986 (related to deciding the targets for annual plans)
  • Preparing statistical reports related to planning, compatibility of plan ceiling with budget provisions, workings on references of MLA/MP related to normal plan, publishing Budget documents etc.

Tribal Area Sub Plan and Special Component Plan (Planning)

  • Preparing Plan proposals of head/sub head of Tribal Area Sub Plan, SCP, Plan Ceiling, arranging meetings and compiling information/reports based on recommendations of committee, Five year plans and future plans for the same
  • Supervision of all the head/sub heads of proposals related to employment and manpower details, compilation of working of District Planning Commission, compilation of information related to planning, overview of activities etc.
  • Deciding targets for Plan related to 20 point program of Tribal Development department, forming working groups for preparing five year plans
  • Compiling various reports and information related to Tribal development and sending the same to Tribal Development department. Similarly the reports and information related to SCP is sent to Social Justice & Empowerment department
  • MLA/MP references related to the SCP/ST plan, compatibility of plan ceiling with budget provisions, preparing statistical reports of the planning, Development related activities in backward districts of state and planning related activities for economic development of weaker sections

Evaluation and Viniyaman of Plans (Planning)

  • Sending the quarterly reports to GAD related to financial and physical progress in various State Planning Schemes and also arranging meetings to review plan progress in normal, tribal and SCP schemes
  • Inspection of planning records of HoDs, branch wise evaluation committee,
  • Preparing progress reports of all Centrally Sponsored Schemes and sending the report to Central Government, sending progress reports of all points selected under 20 point program, progress in Dairy Development
  • Site inspection of various schemes/centrally sponsored schemes and getting the feed back of various beneficiaries about the benefits to them from the schemes and try to find shortcomings in the scheme based on their suggestions
  • Collecting the information related to Irrigation (small) zonal wise from various agencies and sending the same to Irrigation Department
  • Inviting the HoDs for the review meeting arranged by Tribal Development Department and Social Justice & empowerment department every three months for Tribal Area Sub plan and SCP
  • Sending reports at every three months to Tribal Development Department related to Tribal Area Schemes and to Social Justice & Empowerment Department related to Special Component Plan
  • Preparing Budget estimates, uniformities for new items, revised estimates, budget speech, Finance Commission workings, Activity profile and establishment booklet, compilation for regularizing extra expenditure, (for normal, Tribal area and SCP)
  • All matters related to Performance Budget, submitting the same to concern Minister, publishing the Performance Budget after taking approval from Government, sending the published reports to Vidhansabha and distribution of the same
  • House Construction Peshagi and related matters
  • Payment of Salary to employees, tours, medical, refund order and its investigation, maintaining expenditure based on the provisions of the budget for the department itself and giving related information to concern branches
  • Clarifications to the objections raised by PAO, maintaining General Provident Fund Account for Class-3 & 4 employees
  • All activities related to budget of Department proper (in consultation with M-1 branch) and providing statistical/expenditure information to budget activity undertaken by M-1 branch for Department proper
  • Maintaining inward/outward mails
  • Maintaining register of Dead stock articles
  • Account of postal stamps used by the Department
