3,794 Gram Panchayats have become samras during the last three years and an amount of Rs.2,306,40 lakhs has been sanctioned as incentive grant by the State Government. Incentive grant of Rs.60,000 is given to samras village having population upto five thousand and Rs.1.00 lakh to villages having more than 5,000 population.

In order to avoid the election of village Panchayats becoming centre of dispute, a special approach of constitution of it unopposed and unanimously where possible was adopted. Looking to the development aspect, the villages where surpanch and other office bearers are elected unanimously, such village is declared as a samras gram panchayat. Gujarat is the only state of the country to implement this scheme.
