The legal framework will promote adherence to contracts between processors and farmers.

The research machinery of the state will be recognized for its high-powered talent pool. Commercial agricultural research will be undertaken through close collaboration with industry and farmers. The R&D efforts in the state would consciously focus on utilization of biotechnology, bio-fertilizers. organic manure, etc. not only for increasing the exportability of the produce but also as a means of positive efforts towards environmental management.

Attention will be given to training of human resources that are relevant in the current context of agricultural environment. GAU would have a major role in this effort.

Excellence in horticulture will be achieved through improved disease-free planting materials, continuous adoption of best agronomic practices and improved post harvest management systems.

Gujarat will capitalize on the opening .up of large developed markets under WTO norms. Investments in infrastructure and in farmer initiatives will help the state establish a global market for horticultural produce. Under the geographic appellation provisions of the WTO, the state will register isabgul, sapota(chiku), and the Kesar mango for global exclusivity. This will be followed up by a global marketing effort.

Kesar mangoes from Gujarat will be globally recognized for their unique taste and excellent quality. A vibrant mango processing industry will cater to the global and Indian demand for various processed mango products round the year.

High-yielding breeds operating in a cooperative environment will characterize the dairy sector in the state. Dairy cooperatives operate under a common umbrella to produce and market processed dairy products all over India. Their products are preferred for superlative quality and understanding of local consumer tastes and preferences. Dairy products will be exported to other big markets

Gujarat will supply potatoes to other parts of the country and some of the global markets suitable for processing. Links with appropriate temperature controlled storages will permit perennial supply of potatoes.

The cooperative cotton farming industry will deliver raw cotton lint and cotton yam to the global markets. The state will be a front runner in developing best practices for the cotton agronomy. A global niche segment for quality handpicked cotton from Gujarat will be created.

Gujarat will maintain its leadership position in cotton and castor. Gujarat will have cutting edge castor derivative research and will be recognized to be a global centre of excellence. Allied castor derivative manufacturing units will work in close collaboration with research laboratories to manufacture highly value added castor derivatives.

Gujarat will be a big player in niche markets like organic cotton and organic bananas. The Government facilitated certification laboratories will be valued for their credibility in certifying non-GMO products.

Large retail chains will connect the towns and cities of Gujarat to ensure availability of, high quality agricultural produce to consumers.
