(i) All matters pertaining to appointments, postings, transfers, promotions, conduct, grants of leave, etc. in respect of all Gazetted Officers (Other than those covered under entry No. 45 in the subjects allotted to the GAD) and non-Gazetted Government servants under the administrative control of the departments;
